Writing Assignment 3: Top-down or Bottom-up approach?

First, if you have not done so already, read the Honolulu Advertiser article "Streamlining data is daunting task for state": http://the.honoluluadvertiser.com/article/2003/Jan/30/ln/ln03a.html
Then answer the following question: "The article presents two views of digitizing state paperwork. The first is that there needs to be a top-down design plan to be sure that all the developed systems will work together. On the other hand, systems need to meet the needs and capabilities of individual agencies to be effective. The few existing digitizing efforts have been undertaken by individual agencies. Would you recommend primarily a top-down or a bottom-up design plan for the state-wide digitizing effort? Why?"
